- Update docs/resource-evaluations/README.md (15→16 evaluations)
- Add practitioner_steinberger references in machine-readable/reference.yaml
- Version bump 3.18.1 → 3.18.2 (VERSION + sync all docs)
- Update CHANGELOG.md with detailed v3.18.2 entry
- Update README.md evaluations count (22→25)
